BAE SYSTEMS NAMES PETER LICHTENBAUM VICE PRESIDENT, REGULATORY COMPLIANCE & INTERNATIONAL POLICY
WASHINGTON -- Peter Lichtenbaum has joined BAE Systems Inc. as Vice President Regulatory Compliance and International Policy. In this new role, Lichtenbaum will focus on a broad array of regulatory compliance and policy issues, including in particular export controls and anti-corruption matters. He will report directly to Sheila Cheston, Senior Vice President and General Counsel.
"We are delighted that Peter has joined BAE Systems," said Sheila Cheston. "Peter brings a wide range of experience within the government and working with industry on international trade policy and export controls issues. He is widely respected among policy makers in the U.S. and abroad."
Lichtenbaum was most recently a partner at the Washington, D.C.-based law firm Steptoe & Johnson, LLP, where he was a member of the firm's international practice group.
From October 2003 through February 2006, Lichtenbaum served as the Assistant Secretary of Commerce for Export Administration. He was responsible for developing the Bureau of Industry and Security’s (BIS) policies regarding controls on the export of dual-use items for national security, foreign policy, nonproliferation and short supply reasons. He chaired the inter-agency Advisory Committee on Export Policy, and managed BIS’s participation in multilateral export control regimes. He participated in policy-level deliberations of the U.S. government’s Committee on Foreign Investments in the United States. In addition, he oversaw BIS’s programs to ensure that industrial resources are available to meet national and economic security requirements, and managed BIS activities regarding the Chemical Weapons Convention, the Biological Weapons Convention, and the U.S.-International Atomic Energy Agency (IAEA) Additional Protocol.
Designated by Secretary Gutierrez, Lichtenbaum served as Acting Deputy Under Secretary of Commerce for International Trade from September 2005 through December 2005. In this role, Lichtenbaum participated in senior-level decisions regarding pending international trade policy issues such as free trade agreements. Other responsibilities included developing U.S. trade policy, identifying and resolving market access issues, administering U.S. trade laws and enhancing global competitiveness of the U.S. manufacturing and services sectors.
Designated by President Bush, Lichtenbaum also served as Acting Under Secretary of Commerce for Industry and Security from January 2005 through October 2005. Responsibilities in this position included development and enforcement of strategic trade controls, regulation of foreign acquisitions that affect U.S. security, defense trade advocacy and oversight of the defense industrial base and industry compliance with international arms control agreements.
Prior to joining the Commerce Department, Lichtenbaum was a partner with Steptoe & Johnson, where he handled matters involving international trade, including U.S. export controls and trade litigation. Before that, Lichtenbaum worked at the Department of Treasury on issues of international law and economic policy.
Lichtenbaum graduated from Harvard Law School and received a master's degree in Public Policy from the John F. Kennedy School of Government. He received a bachelor's degree from Princeton University's Woodrow Wilson School of Public and International Affairs.
